Organisations will often receive emails from people who are not responding to a vacancy but are contacting the HR department or a leader directly to express interest in working for the business.  This is a positive thing for the organisation as it means that potential employees are being proactive is sharing their interest in joining the business. 

Whilst there is no official requirement to respond, this is an important opportunity for the employer to create a positive candidate experience.  This person may never work for the business, but it is important that they were at least treated with respect and responded to in a professional manner.
